Wikipedia reports that a documentary movie, "Rokkasho Rhapsody, came out in 2006, which portrays the Rokkasho community's views on the nuclear reprocessing plant.[13]"

According to Wikipedia; "the Rokkasho Reprocessing Plant (六ヶ所村核燃料再処理施設 Rokkasho Kakunenryō Saishori Shisetsu is a nuclear reprocessing plant with an annual capacity of 800 tons of uranium or 8 tons of plutonium,[1] owned by Japan Nuclear Fuel Limited located in the village of Rokkasho in northeast Aomori Prefecture Japan. It is located approximately 17 miles (27 kilometers) north of the US Air Force's Misawa Air Base

Since 1993 there has been US$ 20 billion invested in the project, nearly triple the original cost estimate.[2] It is currently undergoing test operations, separating a small amount of used nuclear fuel. The Rakkasho plant is the successor to a smaller reprocessing plant located in Tōkai, Ibaraki.

At the same site there will also be:

A high level nuclear waste monitoring facility

A MOX fuel fabrication plant


A low level radioactive waste landfill

In 2010, the Rokkasho Reprocessing Plant consisted of 38 buildings on an area of 3,800,000 m². [1]

PROTESTS


In May 2006, an international awareness campaign about the dangers of the Rokkasho reprocessing plant,Stop Rokkasho,[3] was launched by musician Ryuichi Sakamoto. Greenpeace has opposed the Rokkasho Reprocessing Plant under a campaign called "Wings of Peace – No more Hiroshima Nagasaki",[4] since 2002 and has launched a cyberaction[5] to stop the project.

Consumers Union of Japan together with 596 organisations and groups participated in a parade on 27 January 2008 in central Tokyo against the Rokkasho Reprocessing Plant.[6] Over 810,000 signatures were collected and handed in to the government on 28 January 2008.

Representatives of the protesters, which include fishery associations, consumer cooperatives and surfer groups, handed the petition to the Cabinet Office and the Ministry of Economy, Trade and Industry.

Seven consumer organisations have joined in this effort: Consumers Union of Japan, Seikatsu Club Consumer's Co-operative Union, Daichi-o-Mamoru Kai, Green Consumer's Co-operative Union, Consumer's Co-operative Union "Kirari", Consumer's Co-operative Miyagi and Pal-system Co-operative Union.

Vitrification tests were completed in November 2007. This consists of pouring high level dry waste residue along with molten glass into steel canisters.[7]

THIS PLANT IS LOCATED DIRECTLY ABOVE ACTIVE EARTHQUAKE FAULT


In June 2008, several scientists stated that the Rokkasho plant is sited directly above an active geological fault line that could produce a magnitude 8 earthquake. But Japan Nuclear Fuel Limited have stated that there was no reason to fear an earthquake of more than magnitude 6.5 at the site, and that the plant could withstand a 6.9 quake.[8][9] (Fukushima Nuclear Power plant had the same logic, before it was destroyed and melted down in an 8 plus earthquake)

Even if Rokkasho can be successfully operated, it was built in the worst possible location possible. First, the facility itself sits on top of an active earthquake fault line. Japanese law forbids any nuclear plant from operating if it is located on top of an active fault line. The problem is that the whole country of Japan is FULL of active fault lines, running below just about all of the 60 odd nuclear plants. An expert is warning of a massive quake that will happen at some point, right below this plant.

2011 TSUNAMI FORCED PLANT TO RUN ON EMERGENCY POWER


After the Tōhoku earthquake in March 2011, the plant ran on emergency power provided by backup diesel generators.[10] The emergency generators were not intended for long-term use.[11]

Reportedly there are about 3,000 tons of highly radioactive used nuclear fuel stored in Rokkasho at current, that could overheat and catch fire if the cooling systems fail. Japanese radio reported on 13 March that 600 liters of water leaked at the Rokkasho spent fuel pool.[12] According to The New York Times, grid power was restored on March 14th, 2011.[13] The April aftershock caused the loss of grid power again until the next day.[14][15]"

This plant is designed to do multiple toxic, radiation emitting and dangerous things, not just one. This multi-function and multi-use exponentially multiplies the danger and radioactive emissions from this plant into water, air, ground and ocean. What emissions? Every reprocessing plant has HUGE radiation emissions, which total more than the TMI nuclear disaster EACH YEAR.

Rokkasho is not exception to these emissions from every nuclear plant. In the radioactive emissions that they do admit to, they say that they release radioactive Tritium and radioactive Iodine.

The green color is the land, red is high radiation and orange/yellow less radiation diluting down to light blue. Of course, any fish swimming in this will absorb the radiation, as will humans or ships moving through this area. All of this radiation moves up the food chain to humans through a process of bio concentration or bio magnification. 

La Hague releases enormous amounts of invisible radiation into the air through their vent stacks, but of course, all of this is invisible and is never reported on in the mass media.

"In 1999 three workers received high doses of radiation in a small Japanese plant preparing fuel for an experimental reactor. The accident was caused by bringing together too much uranium enriched to a relatively high level, causing a 'criticality' (a limited uncontrolled nuclear chain reaction), which continued intermittently for 20 hours. A total of 119 people received a radiation dose over 1 mSv from the accident, but only the three operators' doses were above permissible limits. Two of the doses proved fatal. The cause of the accident was "human error and serious breaches of safety principles," according to the IAEA."

The three operators who were nearest to the precipitation tank in the Conversion Building at the time of the accident received estimated radiation doses of 1-4.5 gray equivalent (GyEq), 6.0-10 GyEq, and 16-20 GyEq. The first operator (supervisor, most distant from the precipitation tank) has been released but is under medical supervision; the second operator is still in the hospital; and the third operator died on December 21, 1999. A briefing by the JAERI indicated that the 24 JCO workers involved in recovery operations to terminate the criticality received individual doses up to about 48 millisieverts (mSv). JAERI also estimated that a total of 436 persons, including local residents, were exposed to radiation from the accident (mostly below 50 mSv).

The MOX fuel that is used at this phase of the program is manufactured by Areva at its MELOX plant. The fuel that is being loaded in reactors was delivered from France in a shipment that reached Japan in May 2009. It contained 24 assemblies for Ikata-3, 28 for Hamaoka-4, and 16 for Genkai-3. In addition, 60 MOX fuel assemblies were delivered for use in Tokyo Electric's Fukishima I-3 and Kashiwazaki-Kariwa-3 BWR units earlier, in 1999 and 2001, respectively. This fuel, manufactured by Belgonucleaire, is awaiting approval by local authorities. Another MELOX-manufactured fuel shipment is scheduled to leave France shortly, probably this March.

If Sellafield cannot make money after spending 1.2 Billion, how in the world is Rokkasho going to make money after spending 20 BILLION? It is estimated it will cost 67 BILLION to decommission Sellafield, and over 100 years. The building cost is just a tiny fraction of the total cost. The most expensive cost is the decommissioning.

ROKKASHO IS VULNERABLE TO TSUNAMIS AS PROVEN BY 3/11 DISASTER

The peninsula that Rokkasho sits on faces north where it is vulnerable to tsunamis caused by earthquakes in northern Japan, Kuril Islands, Alaska and possibly even North America.

Rokkasho is also sited in the middle of a half moon shaped bay. If a tsunami were to strike this region, the waves would be highest in the area around Rokkasho, because the half moon shape traps and focuses the wave towards the center of the half moon.

There are regular tsunamis that hit Japan, both in ancient times and more recently. In the year 1700, a huge tsunami hit Japan, causing much loss of life, property and ships all up and down the whole length of Japan. The origin of that tsunami has been determined to be the coast of the USA.

Nevertheless, Toichi Sakata, former vice minister at the Education, Culture, Sports, Science and Technology Ministry, has ruled out the possibility that the government will abandon the project. "There is no option to call it off," says Sakata, 67, who was involved in the operation of the Akatsuki Maru vessel that transported plutonium from France to Japan.

This is not only because over 2 trillion yen has been spent on the project but also because the Aomori Prefectural Government would certainly demand that some 3,000 metric tons of spent nuclear fuel stored at the reprocessing facility be removed from the prefecture if the project were to be discontinued.

About 70 percent of pools for spent fuel at nuclear plants across the countries are filled, and they do not have enough capacity to store spent nuclear fuel if returned. The abandonment of the nuclear fuel cycle project could force electric power companies to suspend their nuclear power generation, which is a highly profitable business, causing great confusion.

Hmmm, that is really odd, because the Pugwash Conference came up with a solution for this problem. But maybe the government and nuclear industry are not listening to this group of experts, are they?

Pugwash scientists demand Japan end troubled nuclear fuel recycling program November 07, 2015

Japan has been urged to scrap its nuclear fuel recycling program by a group of influential scholars at the 61st Pugwash Conferences on Science and World Affairs, an international advocates body working for a nuclear weapons-free world. The paper by the 31-member group, presented to Prime Minister Shinzo Abe, specifically calls on the government to abandon the construction of a nuclear fuel reprocessing plant in Rokkasho, Aomori Prefecture, a key facility in its trouble-plagued nuclear fuel recycling program.

Japan should also promptly address its current plutonium stockpile of 48 tons, stated the paper, which was signed by Frank von Hippel, a professor emeritus at Princeton University, and other members who participated in the Pugwash organization’s annual conference in Nagasaki that ended Nov. 5.

The professor said that Japan instead should use the "dry cask storage" method in which spent fuel that has been cooled in fuel pools is then stored in dry casks in a cool environment for a long time.
