Even more shockingly, the authorities are not even monitoring airborne radiation levels or contamination of the soil, vegetation and water in a systematic fashion. Nobody, certainly no official agency or Tepco, has a vaguely credible estimate of the amount of radiation to which people were, and continue to be, exposed both from atmospheric fallout and from the contaminated food and water they are compelled to consume. Radiation levels are dangerously high even far away from the “exclusion zone”, at distances such as 60 or even 200 kilometres. For instance, high levels of caesium-137 have been detected in breast milk and children's urine 200 km away from the plant, which are of the same order as those found in the “exclusion zone”.

Thousands of ordinary citizens, deprived of reliable information from the authorities, carry handheld dosimeters, Geiger counters and other radiation-measuring devices. These show readings as high as 1 or even 3 microsieverts an hour even in Fukushima City, 60 km away from the plant, which would deliver a dose of 9 millisieverts (mSv, which equals 100 millirem) or even 25-plus mSv, many multiples of the 1 mSv maximum annual dose limit which is the international norm and also recommended by the United States Environment Protection Agency for the general public.

Had the Japanese authorities followed the same norm for triggering evacuation as used in Chernobyl (5 mSv a year), they would have had to evacuate an area five times greater and impose restrictions on food grown in a region covering more than 11,000 sq km, or 30 times the size of the Fukushima evacuation zone.

The increase of radiation 'allowed' for civilians, from 1 mSv/yr to 20 mSv/yr, would be kind of like saying that everyone can be exposed to a maximum of 110 volts and live to tell about it. Then for political reasons, next week we multiply this safe maximum level of electricity exposure by 2000 PERCENT, just because someone felt like it. Now, everyone can stick their wet fingers in a socket with 2,200 volts and they will be just FINE, right?
By the way, 220 volts is LETHAL in most cases. Don't try it.

Pro nuclear promoters may try to claim that there is no way that this can be drawn as an equivalent, but the counter is that infants and fetuses are 1,000 times more sensitive to the same dose of radiation when compared to adults, so none of the nuclear industry promoters figures can be applied to pregnant women with a sensitive egg, zygote or fetus, unless they are multiplied by risk factors such as 1,000 times more.



It is not the EXTERNAL radiation that has to be worried about, which is all that the pro nuclear promoters point at. It is the INTERNAL radiation that gets up close and personal to eggs, sperm, zygotes, and a fetus which is rapidly growing. A huge percentage of total fallout exposure is INTERNAL, rather than external, after any nuclear accident. Radiation contaminated foods and drinks are much more toxic and dangerous than most external radiation exposure, unless one is living in highly radiation contaminated areas, where even the external dose rates are dangerous and toxic.

After the Three Mile Island nuclear accident, it took many days for any REAL information to get out, and a voluntary evacuation was advised too late to do much good, as the worst of the radiation plume had already been absorbed by the most vulnerable and sensitive population; children and fetuses. By Friday afternoon, the third day of the accident, when the evacuation took place, between 7 and 9 million curies out of an estimated 10 million curies of radioactive fission gases had already been released, together with a corresponding fraction of the 14 curies of radioactive iodine 131 as given on page III of the report. And since the report also concluded that most of the thyroid dose was due to inhalation -- and not ingestion of drinking water or milk -- in the first five days of the accident, it was clear that by the time the evacuation of the pregnant women had been ordered, most of the thyroid dose to the developing fetuses had already taken place.

These were indeed very large amounts of radioactivity, comparable to those that arrived from the Chinese bomb tests in October 1976 on the East Coast, and for which I had found a 20 to 60 percent increase in infant mortality in the following three months all the way from Delaware to Maine. Just two years earlier, I had prepared a paper on this incident for the Committee on the Biological Effects of Ionizing Radiation of the National Academy of Sciences for its meeting in Washington on July 17, 1977, in which the levels of radioactive iodine 131 in the milk reported by the EPA were summarized.

Nearly half of the radiation monitoring posts installed for issuing evacuation orders around the Sendai nuclear power plant in Kagoshima Prefecture have been found unable to perform the required function.

SUMMARY

The UN Human Rights Council came to Japan after the 3/11 nuclear disaster and the UN expert on radiation, Anand Grover, also provided a way to establish a permanent evacuation zone, per international agreement, rules and/or laws and that standard is to use the simple and very easy standard of 1 mSv per year maximum allowed radiation amount, established by many health bodies globally, such as the EPA. Russia used a standard of 5 mSv per year for permanent 'exclusion zones'.

The strength of this easy method is that any person can quickly add up how much radiation that they are being exposed to using just an ordinary and sensitive pancake radiation detector, held closely to the ground in the lowest lying spots within the area that they are living in, such as ditches, sides of roads, under rain spouts, etc. The clicks per minute or the uSv per hour measurement can easily be translated into a yearly radiation dose of mSv. Anything over 1 mSv per year total exposure should trigger an immediate and permanent evacuation.

The problem is that most people know absolutely nothing about radiation, it's dangers or how to detect it. Since radiation is invisible, it must not exist and poses no harm, is most people's attitude.

EVERY COMMUNITY SHOULD HAVE AN EMERGENCY RADIATION EXPOSURE PLAN AND RADIATION DETECTORS WHICH TRIGGER AN AUTOMATIC EVACUATION MANDATORY ORDER AROUND AN NUCLEAR FACILITY, INCLUDING RESEARCH LABS, INCINERATORS, NUCLEAR POWER PLANTS, ISOTOPE MANUFACTURING, PARTICLE ACCELERATORS, ETC


Every nation, state and community should establish an emergency plan around radiation events, and create a maximum radiation exposure standard that is 1 mSv per year. Using that standard, every nuclear plant should be ringed with automated radiation detectors that will trigger a MANDATORY evacuation order if a radiation level exceeds this amount and is being released by a nuclear facility. That law should also require that these detectors are TESTED regularly, not by the company, but by a medical facility which receives NO MONEY from the nuclear industry or by an independent lab run by civilian scientists and funded by the COMMUNITY. 

The focus of all plans, radiation meter readings and evacuation standards should focus on the most sensitive population, infants and fetuses, not adults who are healthy and resistant to radiation effects. A maximum 1 mSv per year radiation exposure will provide maximum protection for these vulnerable populations.
