Homeless population rises for third year in a row as Trump administration confirms controversial leader of homelessness agency – CBS News
Washington — The federal government is reporting a 2.7% increase in the nation’s homeless population driven by a spike in California, according to an annual count that took place in January 2019.

The Department of Housing and Urban Development is reporting its third consecutive uptick in its homelessness projection for the country, based on a summary of its annual report obtained by The Associated Press.

Robert Marbut has been appointed as executive director of the U.S. Interagency Council on Homelessness, yet is known for having blocked charities from handing out food, according to The Los Angeles Times.

The U.S. Interagency Council on Homelessness is responsible for coordinating programs and investment dollars across 19 federal departments, including Housing and Urban Development, Education, Labor, and Commerce.

Marbut, however, has a long history of encouraging elected officials to stop “enabling” homeless people. He convinced Clearwater, Florida, to stop “renegade food” donations from churches and other charities in 2012.

“No one has got out of homelessness just because they got fed,” he told the Tampa Bay Times. “That has never happened.”

Fascism is rising as more and more government is privatized and taken over by a few billionaires.

Denial and projection are a huge root cause of the homeless crisis. Denial of the problem is just one root cause of this crisis. The US is in denial about both the causes and solutions of the homeless crisis. Denial is not a river in Egypt.

Why is it that US cities do not have multiple huge groups of abandoned stray animals roaming the city streets? There are multiple animal rescue or shelter programs in just about every US city and town that deal with just about all homeless and/or abandoned pets. There would be a moral outrage if packs of abandoned animals were roaming city streets. Politicians would be tossed out of office if they allowed this problem to continue to exist anywhere.

Why are abandoned animals treated better in the US than our fellow human US citizens? Why are large groups of people treated worse than packs of stray animals in just about every city? 

Why are homeless people treated worse than the worst US citizens who end up being convicted of criminal acts like murder? At least murderers get free housing, free medical care, free entertainment, free food, and free clothing plus free education and free security (at taxpayer expense).

Why are taxpayers willing to pay over $60,000 per year for housing just one murderer in prison, but just about nothing is budgeted for someone who is homeless, but NOT a criminal? It is actually much more expensive to NOT solve the problem of homelessness than to solve it and pay for the housing plus other needs that the homeless have.

Why is it that homeless US citizens in the US get much worse treatment than abandoned stray animals, refugees, or convicted murderers?

The homeless problem has MULTIPLE SOLUTIONS, but none of them are used, due to a basic Denialism. The solutions to housing all of the homeless are regularly denied, suppressed, ignored and/or demonized year after year, despite multiple emergency crisis declarations.

Sharing with those who are homeless is considered 'evil', worthless and useless. In addition, a social democratic sharing economy that provides enough for all is also demonized and attacked.

In the US, there is a basic denial that any solutions exist to the homeless crisis. Things that do not work are funded year after year, while solutions are denied, suppressed, ignored or demonized.

In Britain there is a law that mandates empty buildings be used to house the homeless, and it works. Why can't there be a law like that in the US? US citizens would rather that houses and other buildings sit empty and unused than to solve the problem, plain and simple. 

What prevents everyone from being housed, despite there being more empty homes in the US than there are homeless people?

Denial, fear, greed, and misinformation. 

In Germany in just one year, they sheltered an estimated ONE MILLION REFUGEES fleeing violence in their war torn countries, (in large part caused by US foreign policy), in just ONE YEAR. Germany is roughly the size of California. California has about 100,000 homeless people, and is the richest state in the country. But somehow, California could not figure out how to shelter 1/10 of 1 million people that Germany managed to provide for, despite being as rich or richer than Germany.

Even the poor nation of Bhutan has solved their homeless problem, while the richest nation on Earth has a growing and chronic homeless crisis. Why is that?

How many empty bedrooms are there in the USA? How many people are living alone in a huge 3, 4 , 5 or larger bedroom home, with multiple bedrooms sitting empty and unused? How many granny units are empty in the USA?

There are enough empty homes to house everyone in the USA, and then there are an even larger number of empty bedrooms not being used to house the homeless. The homeless crisis is being ignored, denied and suppressed.

The homeless housing crisis solutions are also being denied, ignored, and suppressed in the mass media, by politicians and by the public at large.

Tent camps or self governed 'villages' set up and organized by large groups of homeless are routinely bulldozed and arrests are common, for nothing more than people trying to sleep somewhere, just to SURVIVE. Why are the homeless regularly criminalized, along with refugees, poor people, minorities, and anyone other than the housed white and rich neighbors?

Why can't homeless 'villages' get basic and very low cost government services like garbage pick up, mail delivery, bathrooms, hand washing stations, storage facilities, security fences, etc?

Why are people worth less than animals when it comes to compassion, caring and basic assistance, but only in the USA?

If America cares less about it's own people than it does about abandoned animals and allows a huge number of people to die abandoned and alone on the street every night, including children, moms, babies and veterans, what does that say about the USA and Americans?

Tourists from other developed countries globally come to visit the US and see all of this, and citizens all around the world watch the news reports about this issue and abandoned US citizens, dying in the streets, alone and uncared for.

Often, right next door to the homeless camps, huge luxury buildings are being built for the well to do and rich. 

An average of 30 people die each year due to exposure and complications of not having adequate shelter, just in Sonoma County. Is that acceptable?

If 40 stray dogs were found dead each year on city streets in any small town or city in the US, there would be moral outrage and something would be done about it.

Bottom line, humans are treated worse than stray animals all around the US, due to a lack of consciousness, caring, and compassion. A basic denial of universal oneness consciousness is also a basic root cause that contributes to the crisis of homelessness. Many people are stuck in the illusion of separation from other people, the planet, animals and more.

When 40 homeless PEOPLE die on the street of Sonoma County each year, yet one hears only crickets chirping, what does that mean?

The city of Santa Rosa spent 10 MILLION dollars in one year on renewing it's central plaza 'park', mainly by cutting down huge redwood trees. If that same 10 MILLION dollars had been spent on sheltering the homeless via an emergency declaration, they would have ALL been sheltered very quickly, because that means $5,000 per each of the 2,000 homeless in Sonoma County. '

It only takes about $2 per day to house a homeless person in a tiny home, so that $10,000,000 dollars Could have housed all 2,000 homeless for many years, until permanent housing could be built.

In addition, one tiny home can be built for between $1,000 and $5,000. How many homeless individuals could that $10,000,000 have housed, assuming it were all spent on building tiny homes in this price range? The local city, county and state all have empty buildings and land that could easily and effortlessly be used to house all of the homeless, but it is not happening. Why not?

In Sonoma County, there was a whole set of county owned buildings called the Chanate property, which could have been used to house all of the homeless, but these buildings were sold to a developer instead, and the homeless continued to stay unhoused, as rich people got mansions, and a developer got rich. The county did not spend any of that money on the homeless either, but instead, built new government buildings for itself, as empty government buildings sat unused and empty.

In Seattle, tens of millions ($65 mil) of taxpayer money were spent on building a new sports stadium, instead of building tiny homes for the homeless and housing them. The basic priorities are all screwed up in the US. Sports teams and billionaires are worshiped and the golden calf is idolized, as the homeless are ignored, demonized and attacked as being no better than criminals, and not being worthy of being housed.

Sonoma County to Spend Homeless Emergency Funds on High Cost Permanent Homes

Sonoma County's agency in charge of homelessness revealed their recommendations Thursday for how to spend the $12 million given to the county by California to provide emergency relief for homelessness. Half the money is proposed to go toward permanent housing, with another quarter dedicated to various large or "warehouse" type shelters. 

Those choices sparked intense controversy. The state had required the county to solicit public input on the funding, and in 3 large meetings, a mix of about 200 citizen and nonprofit agency representatives had barely mentioned either of those choices.

Instead, the community voted overwhelmingly for inexpensive tiny home villages, overnight parking lots, winter shelters, and safe locations for the increasing numbers living in cars and RVs. They also recommended leasing several of the over 2,000 unused lots owned by the county and the city of Santa Rosa, so unsheltered people could have a legal place to sleep. 

None of the community's proposals were recommended for funding. "It's as if we never had the meetings," said Michael Titone, a member of the Community Action Coalition, a local activist. "They never intended to do any of those things. They didn't even bother to list the suggestions we'd made in their writeup. The meetings were a sham."

Either government serves the needs of the citizens that are in the greatest need, or government is tyrannical and oppresses these same people. When the government is proven to ignore the community desires, and it imposes it's will via top down 1 percent controlled greed/fear based pro corporate, anti 99 percent 'logic', what is the result?

Which type of government does the US have when the politicians elected by 'big money' from huge corporations and billionaires ignores, denies and suppresses what the citizens want and vote for, over and over again, both locally, on a state level, and on a federal level?

In the US, the politician elected is usually the one with the most 'corporate' money behind them. The avalanche of corporate and billionaire money is creating fascism, which is defined as the control of the government by corporations, via a 'pay to play' game that is being played. Meanwhile, democracy, freedom and human rights plus dignity disappears in favor of militarism, predatory capitalism, and racism.

Every year, the bloated military industrial budget grows, as the social safety net programs shrink. What kind of government is this, that spends the vast majority of it's budget on never ending illegal wars that are not even declared, as required by the Constitution? 


There is no active war declared in the US today, as required by the Constitution. So why is most of the US budget being spent on non existent wars?

Including veterans benefits, the US budget forces US taxpayers to give over 70 percent of total US taxpayer money collected to the military industrial complex, which is made up of huge corporations that love never ending war, both legal and illegal. Only the worst dictatorships allocate more than 50% of their budget to the military.

Fascists like Hitler and Mussolini loved to spend money on the obscene profits generated by killing people and murdering innocent civilians overseas, but they HATED everything else, like feeding the hungry, housing the homeless, taking care of vets, etc. There is a war going on today, against everyone except for the 1 percent.



What kind of government does this huge bloated military budget which squeezes out everyone and everything else create, which is way worse than the worst dictatorship anywhere in the world?

Marillyn Hewson, the CEO of Lockheed Martin, has sent out a mass email toady attacking the peace organization CODEPINK and asking U.S. citizens not to let Congress curtail weapons sales to Saudi Arabia by voting for new legislation introduced today that would do that. In her email, sent to over 200,000 people, she calls CODEPINK “bad for business” and openly criticizes H. Con. Res. 138, the War Powers Resolution to End US Military Involvement in Yemen.

In her email, Hewson takes pride in the the billions of dollars in weapons sales that Lockheed Martin makes from sales of weapons to the Saudi Arabia for use in their war on Yemen. The U.S.-supported Saudi-led war on Yemen has created the greatest humanitarian crisis on earth.

“Marillyn Hewson puts profits before people” says CODEPINKer Brienne Kordis. “In her email she has the gall to say Congress should not support the Ro Khanna-Adams-Smith bill because it would reduce the billions she makes annually off of the war in Yemen. All Hewson cares about is being in the black, but to anyone with a heart, her billion dollar bottom line is red with blood.” A Lockheed Martin bomb was directly linked to the massacre that killed 44 Yemeni children on a school bus.

The War Powers Resolution, introduced on Wednesday, September 26th by House Representative Ro Khanna (CA-17), Adam Smith (WA-09), and Mark Pocan (WI-02), would end US complicity in war crimes being waged against Yemen by invoking the War Powers Act, which says that Congressional authorization is required for the U.S. To go to war. The U.S. involvement in Yemen was never authorized by Congress, and is therefore unconstitutional.

Because no beds were available, emergency shelters in 76 percent of the survey cities had to turn away homeless families with children. Shelters in 61 percent of the cities had to turn away unaccompanied individuals.

IN CALIFORNIA, A STATE OF EMERGENCY BILL WAS OFFERED IN 2016, WHY NOT INCLUDE THE WHOLE STATE?


Shelters: AB 2176 (Campos) would authorize Santa Clara County to declare a “shelter crisis,” and enabling it to enact local standards for transitional housing communities to be operative during the crisis. The local standards would supersede state and other local building, housing, health, habitability, and safety standards and laws.

Why can't this be done for the WHOLE STATE, or even the entire US?

In other words, the Capitalist system is broken and not working for the 99 percent.

What is NOT working is forcibly moving the homeless around from jail, to the Emergency Room, and then to the courts in a VERY expensive and frustrating manner which does nothing but burden taxpayers with an ever increasing tax bill and an ever growing problem.

What is not working is making all homeless individuals into criminals and demonizing them, by making everything they do while they are homeless into a crime.

Rather than solving any problems, this digs the dark hole deeper and makes it much harder to climb out of.

Cities and towns such as Eureka are starting to ask the question; is there a better, money saving, more compassionate and caring way to solve the homeless crisis?

John toured the Los Angeles skid row with a homeless housing expert from Europe. That person said if this were happening in the EU, the government would be overthrown, because that situation would be intolerable. Having people treated worse than abandoned animals is not acceptable, and it should not be acceptable in the richest country on Earth.

John Maceri talks about an issue that is lingering across the US that unfortunately fails to be adequately addressed on a daily basis. He reminds us that there is indeed something that can be done to help alleviate this issue and get our citizens off the streets. Caring enough to speak out and/or make a positive difference is a good start. 

John Maceri is the Executive Director of OPCC, a nonprofit social service agency based in Santa Monica. OPCC provides a wide variety of housing and services through its ten projects serving low-income and homeless youth, adults and families, battered women and their children, at-risk youth and people living with mental illness.

What John is pointing at has been done in Utah. They solved the ENTIRE problem, so their example proves that it can be done, given enough moral outrage and the political will.

Cities, States Turn to Emergency Declarations to Tackle Homeless Crisis

There are other methods of solving the homeless issue, but recent developments and the extreme death toll each winter have forced governments at a local and state level to pass emergency declarations. 

MAYOR OF SEATTLE AND KING COUNTY EXECUTIVE CARED: DECLARED STATE OF EMERGENCY TO SOLVE HUMAN CAUSED DISASTER OF HOMELESSNESS

Seattle has become the third major West Coast city to declare that homelessness has reached a state of emergency. Mayor Ed Murray today declared a state of emergency due to homelessness in Seattle—following similar moves in Los Angeles and Portland—and King County Executive Dow Constantine did the same in the county.

Government officials often declare states of emergency about natural disasters in order to "highlight the gravity of the challenge and make formal requests for assistance from the state and federal governments," Constantine said at today's announcement at the downtown YWCA. "Homelessness is not a natural disaster. It is a human-made disaster."

The crisis is undeniable: During this year's one-night count, 3,772 people were sleeping outside in King County and 2,813 of them were in Seattle. That was a 21 percent increase in the county and 22 percent increase in the city over last year. According to the mayor's office, 66 homeless people have died in the county so far in 2015, 47 of whom lived on the streets or in homeless encampments, and 3,000 Seattle Public Schools students are homeless."...... Seattle is the most recent to proclaim a civil emergency to address the homeless situation. LOS ANGELES AND PORTLAND CARED; PROCLAIMED A CIVIL EMERGENCY TO ADDRESS THE DISASTER OF HOMELESSNESS


Poverty growing in the US; officials in the city of Los Angeles have called homelessness an emergency in the country’s second largest city. The declaration could potentially allow Los Angeles to receive federal funding to tackle the problem. LA's mayor and several City Council members have proposed a plan worth 100 million dollars to provide homeless people with permanent housing and shelters. The city’s Homeless Services Authority says the homeless population has jumped to 26,000 from 23,000 two years ago. This, while Los Angeles has seen opening of a number of luxury residential buildings in recent years. The city’s mayor has called 5.1 million dollars in short-term rental subsidies for immediate housing of homeless veterans.

Los Angeles and Portland are two other cities that have done the same thing. Why proclaim a civil emergency? It is because of the emergency powers that typically these laws provide the chief elected official of a government to move money around and take funds from one area of government to address an immediate and pressing situation. These laws and emergency powers were established to specifically address a disaster situation when time is of the essence and normal contracting procedures may get in the way of an expedient disaster response.

PORTLAND CARED; DECLARED STATE OF EMERGENCY TO SOLVE HOMELESS PROBLEM


The City of Portland has a declared housing emergency and with that declaration the City of Portland has powers that it otherwise wouldn't have. The City has been looking at its inventory of properties. It seems that they have found at least one.

This property was Army Reserve Base better known as the Sears Building. The property is located on the West side and is a bit of distance from Downtown Portland. This facility is going to be used by the Bureau of Emergency Management as a Command Center and a place to store equipment to respond to a natural disaster. It currently isn't being used and the City is going to use it for possibly the next six months as an emergency homeless shelter.

The state of Hawaii has seen a 23 percent increase in its population of unsheltered homeless people, leading the state’s governor, David Ige, to declare a state of emergency in order to better tackle the problem. Simone Del Rosario reports.

Hawaii's governor recently declared a state of emergency because of the state's homeless crisis. There are more than 7,000 homeless in the state with about 5,000 of those in Honolulu. Chip Reid reports.

SUMMARY

The basic problem of inequality of wealth and power in this country is growing. The homeless population is also growing as a reflection of the basic, underlying root causes that are not being addressed or solved in the US.

The problem of homelessness can be solved. The first step is caring enough to actually make something happen. Issuing an emergency declaration in the face of 30 people dying just due to lack of adequate shelter each year in Sonoma County alone seems to be the minimum that anyone can do.

An emergency declaration can ideally be used to solve all of the problems at once, but the details of an emergency order to solve the problem are where the rubber meets the road. Leaders of homeless groups, church leaders and doctors can get together to decide what emergency orders are needed to prevent these completely unnecessary deaths caused by lack of caring enough to make a positive change happen. 

Underneath everything, there is a basic problem of a lack of consciousness and love. To solve the homeless problem, we must solve the lack of consciousness and love problem.

VOTE for WOMEN politicians who do not take corporate money and who are not billionaires or war mongers.

Run for office and don't accept any corporate 'donations'.

Plug into a local group that is working on tackling this issue or start your own if you cannot find one that has set this goal of eliminating homelessness in your town or city.

Within any emergency declaration, there are some options about how to create a legal framework to solve the problem and gather community support. The issue of homelessness can be solved. The moral outrage is lacking and the political will is not there, yet. But the solutions are all there. As soon as there is enough caring and the will to tackle this issue, then the problem of homelessness will be solved, just as it was in Utah.

A large miracle is just as easy to perform as a small miracle, so why not focus on accomplishing a large miracle, since it takes the same amount of energy, focus and time as a small one? 

Why not solve the entire homeless problem, instead of just nibbling around the edges and watching as the problem gets worse and worse? Moving mountains can be done, by setting the goal of moving the mountain. Just shifting a few rocks around while the mountain of problems grows larger does not get anyone the help they need. Denialism, shaming, blaming and fatalism do not work to solve the problem.

Set a 100 percent housing for all homeless goal.

Nurture the caring spirit of the community. 

Gather together the compassion, the community moral outrage and the will to take action or to support the solution. 

Network together resources and a coalition of groups and community leaders such as churches, doctors and homeless groups together. The tools to solve the problems are all there in every town, city, county and state. If Utah can do this, so can every other community.

The rest of the story is just dogged determination and ruthlessness, in a positive, kind way of course. An emergency declaration can be a powerful tool to solve the homeless emergency crisis if used properly. It can solve the entire homeless problem all at once, IF that goal is set by the community.

Ideally, all local homeless groups and the homeless themselves will be involved in crafting and writing the declaration along with the emergency order, with the goal of solving the entire problem, not just a small part of it.
