Definition: Hyperinflation is the condition whereby monetary authorities accelerate the expansion of the quantity of money to the point where it proves impossible for them to regain control. It ends when the state’s fiat currency is finally worthless. It is an evolving crisis, not just a climactic event.
The consequence is some extremely damaging intertemporal shifts, as described in the Cantillon effect, whereby ultimately both productive workers and the poorest in society lose savings, salaries and social security benefits through loss of the dollar’s purchasing power for the benefit of the government, its agencies, and big business.
Very few are conscious that hyperinflation is already with us, the majority of people only becoming aware when the consequences for prices become obvious.

The functional finance approach of Lerner was mostly forgotten by the 1970s. Indeed, it was replaced in academia with something known as the “government budget constraint”. The idea is simple: a government’s spending is constrained by its tax revenue, its ability to borrow (sell bonds), and “printing money”. In this view, government really spends its tax revenue and borrows money from markets in order to finance a shortfall of tax revenue. If all else fails, it can run the printing presses, but most economists abhor this activity because it is believed to be highly inflationary. Indeed, economists continually refer to hyperinflationary episodes – such as Germany’s Weimar republic, Hungary’s experience, or in modern times, Zimbabwe – as cautionary tales against “financing” spending through printing money. (We’ll study higher inflation rates in the next chapter.)
Note that there are two related points that are being made. First, government is “constrained” much like a household. A household has income (wages, interest, profits) and when that is insufficient it can run a deficit through borrowing from a bank or other financial institution. While it is recognized that government can also print money, which is something households cannot do, this is seen as extraordinary behavior – sort of a last resort, and a bad idea to boot. There is no recognition that all spending by government is actually done by crediting bank accounts – keystrokes that are more akin to “printing money” than to “spending out of income”. That is to say, the second point is that the conventional view does not recognize that as the issuer of the sovereign currency, government cannot really rely on taxpayers or financial markets to supply it with the “money” it needs. From inception, taxpayers and financial markets can only supply to the government the “money” they received from government. Taxpayers pay taxes using government’s own IOUs; banks use government’s own IOUs to buy bonds from government.
This confusion by economists then leads to the views propagated by the media and by policymakers: a government that continually spends more than its tax revenue is “living beyond its means”, flirting with “insolvency” because eventually markets will “shut off credit”. To be sure, many macroeconomists do not make these mistakes; they recognize that a sovereign government cannot really become insolvent in its own currency. They do recognize that government can make all promises as they come due, because it can “run the printing presses”. Yet they shudder at the thought since that would expose the nation to the dangers of inflation or hyperinflation. The discussion by policymakers – at least in the United States – is far more confused. For example, President Obama frequently asserted throughout 2010 that the US government was “running out of money”, like a household that had spent all the money it had saved in a cookie jar.
The United States (and many other nations) really did face infla- tionary pressures from the late 1960s until the 1990s (at least periodically). Those who believed the inflation resulted from too much government spending helped to fuel the creation of the balanced budget “religion” (see the Box on Paul Samuelson’s view) to fight the inflation. The problem is that what started as something recognized by economists and policymakers to be a “myth” came to be believed as the truth. An incorrect understanding was developed.
Originally the myth might have been “functional” in the sense that it constrained a government that otherwise would spend too much, creating inflation. But like many useful myths, this one became a harmful myth – an example of what John Kenneth Galbraith called an “innocent fraud”, an unwarranted belief that prevents proper behavior. Sovereign governments began to believe that they really could not “afford” to undertake desired policy, as they might become insolvent. Ironically, in the midst of the worst economic crisis since the Great Depression of the 1930s, President Obama repeatedly claimed that the US government had “run out of money” – that it could not afford to undertake policy that most believed to be desired. As unemployment rose to nearly 10 percent, the government was paralyzed; it could not adopt the policy that Lerner (and Friedman; see the previous discussion) advocated: spend enough to return the economy toward full employment.
However, throughout the crisis, the Fed (as well as some other central banks, including the Bank of England and the Bank of Japan) essentially followed Lerner’s second principle: it provided more than enough bank reserves to keep the overnight interest rate on a tar- get that was nearly zero. It purchased financial assets from banks (a policy known as “quantitative easing”), in record volumes ($1.75 trillion in the first phase of quantitative easing, with an additional $600 billion in the second phase). Chairman Bernanke was actually grilled about where he obtained all the “money” to buy those bonds. He (correctly) stated that the Fed simply created it by crediting bank reserves – through keystrokes (see the following Box). The Fed can never run out “money”; it can afford to buy any financial assets banks are willing to sell. And yet we have the President (as well as many members of the economics profession plus most politicians in Congress) believing government is “running out of money”! There are plenty of “keystrokes” to buy financial assets, but no “keystrokes” to pay wages!
That indicates just how dysfunctional the myth that government, like a household, must balance its budget has become.”
Bottom line, the printing presses go to work under Republicans, creating massive debts and inflation. When Democrats get power, they institute 'austerity' measures that cut social programs, cut deficit spending, while giving the military even more taxpayer money and granting corporations welfare plus entitlements, all of it paid for by taxpayers. The arrival of over a million American soldiers in 1918 brought heavy spending for food and construction materials. Labor shortages were in part alleviated by the use of volunteer workers from the colonies.[42][43]
France's diverse regions suffered in different ways. The northeast was occupied and exploited by the Germans during the entire war, and was left in ruins. While the occupied area in 1913 contained only 14% of France's industrial workers, it produced 58% of the steel, and 40% of the coal.[44] Combat never reached Massif Central region but its farms and industries were hurt. The heavy loss of men into the army manpower was partly restored on the farms and in the construction industry by using prisoners of war, migratory workers, women, and older children. These bonds were denominated in francs instead of pounds or gold, and were not guaranteed against exchange rate fluctuations. J.P. Morgan of New York was the major American financier for the Allies, and worked closely with French bankers. However its dealings became strained because of growing misunderstandings between the Wall Street bankers and French bankers and diplomats.[48]

The economy of Algeria was severely disrupted. Internal lines of communication and transportation were disrupted, and shipments of the main export, cheap wine, had to be cut back. Crime soared as French forces were transferred to the Western Front, and there was rioting in the province of Batna. Shortages mounted, inflation soared, banks cut off credit, and the provincial government was ineffective.[46]

Total spending by the national government reached 170 billion marks during the war, of which taxes covered only 8%, and the rest was borrowed from German banks and private citizens. Eight national war loans reached out to the entire population and raised 100 million marks. It proved almost impossible to borrow money from outside. The national debt rose from only 5 billion marks in 1914 to 156 billion in 1918. These bonds became worthless in 1923 because of hyperinflation.[60][61]
Conditions on the Continent were bad for every belligerent. Britain sustained the lightest damage to its civilian economy, apart from its loss of men. The major damage was to its merchant marine and to its financial holdings. The United States and Canada prospered during the war. The reparations levied on Germany by the Treaty of Versailles were designed to restore the damage to the civilian economies, but little of the reparations money went for that.

When the war began, the U.S. economy was in recession. But a 44-month economic boom ensued from 1914 to 1918, first as Europeans began purchasing U.S. goods for the war and later as the United States itself joined the battle. "The long period of U.S. neutrality made the ultimate conversion of the economy to a wartime basis easier than it otherwise would have been," writes Rockoff. "Real plant and equipment were added, and because they were added in response to demands from other countries already at war, they were added precisely in those sectors where they would be needed once the U.S. entered the war."
Entry into the war in 1917 unleashed massive U.S. federal spending which shifted national production from civilian to war goods. Between 1914 and 1918, some 3 million people were added to the military and half a million to the government. Overall, unemployment declined from 7.9 percent to 1.4 percent in this period, in part because workers were drawn in to new manufacturing jobs and because the military draft removed from many young men from the civilian labor force.
Rockoff estimates the total cost of World War I to the United States at approximately $32 billion, or 52 percent of gross national product at the time. He breaks down the financing of the U.S. war effort as follows: 22 percent in taxes, 58 percent through borrowings from the public, and 20 percent in money creation. The War Revenue Act of 1917 taxed "excess profits" -- profits exceeding an amount determined by the rate of return on capital in a base period -- by some 20 to 60 percent, and the tax rate on income starting at $50,000 rose from 1.5 percent in 1913-15 to more than 18 percent in 1918. Meanwhile, Treasury Secretary William Gibbs McAdoo crisscrossed the country peddling war bonds, even enlisting the help of Hollywood stars and Boy Scouts. The prevalence of patriotic themes created social pressure to purchase the "Liberty bonds" (and, after the armistice, the "Victory bonds"), but in practice the new bondholders did not make a tangible personal sacrifice in buying war bonds, since the yields on the se debt instruments were comparable to those on standard municipal bonds at the time. As Rockoff notes, "patriotic motives were not sufficient to alter market prices of assets during the war."
When the war began, the United States was a net debtor in international capital markets, but following the war the United States began investing large amounts internationally, particularly Latin America, thus "taking on the role traditionally played by Britain and other European capital exporters." With Britain weakened after the war, New York emerged "as London's equal if not her superior in the contest to be the world's leading financial center."

Senator Gerald Nye (R-North Dakota), was one of the last progressive Republicans. He was also an isolationist with a deep hatred of the war profiteers. His investigation focused primarily on the munitions industry and their influence on the federal government, but he also touched on Wall Street banks.
After nearly two years of investigation his committee found that between 1915 and January 1917, the United States lent Germany 27 million dollars. At the same time the United States lent the United Kingdom, France, and their allies $2.3 Billion, nearly 100 times as much.
The profits that Wall Street banks made from these war loans were enormous, and they began before the war started. Historian Alan Brugar has pointed out that for every soldier who died in battle, the international bankers made a profit of $10,000 dollars! (the more soldiers that died, the more money the banksters made in WWI)
The French firm of Rothschild Freres had cabled Morgan and Company in New York before the war ever started, asking for $100 million. From that point going forward, J.P. Morgan became the main point of contact for allied war effort borrowing.
The story of those WWI loans don't stop with the end of that useless and terrible war. They were a leading cause of the global economic crisis in the 1930's, and thus WWII. Michael Hudson's book Super Imperialism details how the struggle to pay these war debts led directly to the begger-thy-neighbor policies that crushed global trade. In 1932 Britain defaulted on its WWI debts to Wall Street banks, followed shortly afterward by France and almost everyone other allied nation.

If and when there is World War III, the participants will use all of their existing stockpiles of ALL weapons, even illegal ones, around the world. The world will not live to see what happens after all nuclear, biological, chemical and poison gas weapons are unleashed.
